Say hello to jumpsuit man. Back and side views coming soon, along with jumpsuit woman.

The goal with my character design is to make them as expressive in the eyes as possible. The basic male design is mouthless as a stylistic choice, while I've designed the matching female characters with slightly smaller eyes but a mouth to enhance those expressions. They're 48x24.

Feedback and bubble-bursting is welcome.

Some quick feedback, you're exceeding the colour limits currently. NES only allows 3 colours per 8x8 tile and they have to come from same palette (which you can have 2).
Hope this shows clearly what I mean, the 2 palettes are in top corner.

Now, I could be wrong but I count only 6 colors total (as you indicated, I'll need a second palatte and to do an overlay) :

-outline
-skin
-skin detail *(which doubles as lighting or shading for clothing)
-white (for the eyes)
-color 1 (for eyes or other)
-color 2 (for shoes, clothes, or other)

So it seems like that should work? Or am I missing something regarding the size of the character and pallette limitations?
 
You had 7 colours ;) .
This is what it looks like in NESmaker, pink would be the transparent colour in game.
Each 8x8 square can only have the colours from sub palette 1 or 2 but not both.

Gotcha. I should really start importing some of this into NES maker for testing. How difficult is it to overlay hardware sprites for more color (as in the megaman example in Kosh's info graphic)?

There is a way to do it, but if the character you're using is going to be moving around the screen a lot, you're going to have a bad time. I'd highly recommend just embracing the 3-color limit for sprites until you're familiar enough with NES development to make that kind of thing work.
