Hey guys, I've been developing for a while a tool for creating art compatible with NES projects.
Unlike other tools it's under a pay what you want model and has no DRM. If you like it please donate, it's a lot of work to make it and I've got to pay the rent. Thanks!

Major features currently supported:​

  • NES based workflow: tilemaps (nametables), indexed colors (palettes), tilesets (CHR pages). What you do is automatically what the NES can do.
  • Import Nametables, CHR, Indexed palette, NES palette, PPU and OAM dump from emulators.
  • Export Nametables, CHR, Indexed palette, NES ROM with static screen and rudimentary d-pad scrolling.
  • Save/Load entire project.
  • Draw with pencil on CHRs or directly on nametables, with live update of every instance of the edited tile.
  • Set tiles to the nametable.
  • Paint bucket on the CHR page or even directly on the nametable. Contiguous or global.
  • Edit indexed palette.
  • Hotkeys for tool usage and color selection.
  • Undo/Redo with 500 levels.
  • Export entire OAM as ca65 compatible data.
  • Grid: 8x8, 16x16 and none.
  • Pixel perfect UI, integer scale only. 16:9 proportion only currently.
  • For more minor details please check the Help menu inside NAW.

PS.: It's not an evil tool since it's not for rom hacking. It's for creating original art of your own intellectual properties. You can't even make a fan art with it since that'd be evil and it's a tool to be used only for good. </sarcasm>

I gave it a shot and have a TON of hope for it but as it stands right now probably doesn't work for my purposes - The biggest workflow issue I have with it is that I can't paint in 16 by 16 tiles, you seem to have to paint them in manually. I would also love some documentation on how the tool should work. That being said - I will be paying for it in the near future because I see great things coming from this.

A lot has been improved since, it just isn't public yet. Expect to see some announcement this year! I've been working on it everyday (literally) adding new features. And there's a lot to add still. Thank you for trying it!
I assume you meant you want to work with metatiles. The feature will be implemented and it will support not only 2x2 metatiles, but in fact any size.

I see a lot of cool uses for your tool in the future - it seems to be the most robust pixel editor around. Being able to pain on the CHR files and export them will be a gamechanger for me and the future tools keep tricking me. I will be happy when I no longer need to use Paint and Piskel. I'm excited for metatiles too - the demo screen that's the default off really shows off the potential for this tool. Keep me updated for sure!
