I really want to make a nes game but can't afford to get nes maker. Is there anyway to do it for free?

Yep, you can do without NESmaker... the most commun start is the "Nerdy Nights" tutorials, on NintendoAge:

If you save a quarter every day -- yes, 0.25$/day -- you'll have enough money to buy it just before Christmas.
Seriously, take an empty jar and put in a quarter every day.

The most interesting about NESmaker is that you can flash the game you made on a real NES cartridge and play on your NES console.
So, if you are interested in NESmaker, you need to have a small budget... for the software, first (half the price of a AAA PS4/Switch game)... then, the flasher & a blank cartridge (of course, you can also play on emulator... so, the flasher/cart is optional).
