Yes, RetroArch is available for PC, though it's technically a front-end for a bunch of emulator cores for many systems, not just NES.Do they have a PC version of said emulator? Not a fan of playing games on my phone. Don't see much point.
Mesen is the most accurate NES emulator (very useful for development), FCEUX is a good lightweight option for older computers, though not as accurate and doesn't have all the nice debugging features Mesen has. Pretty sure Bizhawk also supports NESmaker games.
I'm pretty sure RetroArch has cores for all those emulators, at least for FCEUX and Bizhawk.
