Do they have a PC version of said emulator? Not a fan of playing games on my phone. Don't see much point.
Yes, RetroArch is available for PC, though it's technically a front-end for a bunch of emulator cores for many systems, not just NES.

Mesen is the most accurate NES emulator (very useful for development), FCEUX is a good lightweight option for older computers, though not as accurate and doesn't have all the nice debugging features Mesen has. Pretty sure Bizhawk also supports NESmaker games.

I'm pretty sure RetroArch has cores for all those emulators, at least for FCEUX and Bizhawk.

Go to (www.retroarch.com) download the recent version from the downloads tab and for a tutorial on how to set it up? Just search for one on YouTube there are tons. I have never had a problem with it and it plays like in Mesen. But of course without the extra tools that Mesen has. But you have Nesmaker for that and these tutorials can show you. How you can setup and map different controllers to the emulator too. Have fun playing your games!
